Mona, Furina, Kokomi, Xingqiu and Yelan and of course the newest Columbina are all much better choices who provide tons of Hydro element while also providing good damage. And if you want a Hydro Character to take to the vanguard then Neuvillette is probably the undisputed champion followed by both Tartaglia and Ayato. As for the Cryo Characters, Charlotte is also not necessarily the best but she's better than Candace and Dahlia for her element. (also if you get the special Camera Lens, Charlotte transforms into a true blue reporter as you can walk around with her camera out like a cameraman) I personally like Escoffier best but Skirk's damage is very good.
